I have a question for Pokemon Gold. I am currently raising an Eevee, it is at level 46 (its the one bill gave me) It hasnt evolved yet, but i need it to evolve to espeon at level 47, so it will learn psychic, is there a way i can make him remember it so i can just keep leveling him up and skip it at level 47. And i know there is a TM but i cant get it till i beat the elite 4, but i havent beaten them yet, and i need him to have psychic for the elite 4.

She's in Pallet town. Find her at 3:00pm - 4:00pm. That's the only time she will groom your pokemon.

the rainbow wing is in pewter city in kanto, there is an old man there who have to talk to and he will give it to you.
then you go back to violet city or where ever the burnt tower is and go deep inside. you will see a legendary pokemon.
