She's in the Dragon's Den (entrance behind the gym. Surf to get to the door).

after you defeat her, you must enter the dragon den behind the gym. If not you must defeat all team rocket at radio tower at goldenrod city.

Yeah and when you fighting them, make sure you have a dragon move or an ice move in your pokemon move list.

what u do is fly to goldinrod city and go to the radio tower and beat team rocket there then go back to blackthorn city and beat that leader.hoped i helped
