i found u can buy books from traders also check houses some times u can find some from stealing (if ur good and u get caught run out of the town or w\e and they may forget worked for me)

i have done everything possible, trust me, i have found all the books in my other games, but in my latest game i have done everything that i did before and more i just havent been able to turn in the rest of the books
