Bethesda Softworks merely published it.
Mad Doc Software (Link) were the ones who developed it, they already ****ed up Armada II imho.

I hope the ST game is better in the future

I agree that it definetly lacks the ability to target selectively and the whole sub targeting system doesn't even work. Total let down. I also found that the game is full of cliches and because of one i cann't proceed to the next level (planet blowing up one).
