dont listen to the godshin person if u dont want to cheat.
hypnosis increases ur chances a lot, and of course getting in the red too. Ur gonna have to evolve a lot of pokemon a lot, so get a level 100 and put an exp. share on the pokemon u wwant to evolve and beat the elite four as many times as it takes, thats what i do.
my pokeddex is 200.

That's what I do too. I've been using that strategy since the red/blue/yellow games!
