I don't know who peter is but you deliver the devon goods to Captain Stern on slateport island. You go to the big brown barn like looking building called Stern's Shipyard. Talk to the partially bald dude on the first floor. Then got to the musium right behind it. Go to top floor, talk to Stern, and battle 2 aqua members.

its not Peter, its Steven. u can find Steven at the end of the cave in Dewford.

It's random, like the lottery. If your pokemon's # matches with the Island's #, then you see it. The island's # changes every day. To get a better chance of seeing the island trade with a bunch of different people, so you'll have a variety of #s.
