You get battle points from winning battles in the Battle Fronteir.

Feebas I'm not quite sure, but there was a thread on it a while back that should be helpful. Relicanth, you need to dive underwater and swim around in those weird field things to find it. Wailord evolves from Wailmer which can be found almost anywhere. (I don't think you can find Wailord in the wild) Hope that helps.
