If I had to guesstimate, I would say around lvl 50-60.
I remember he was really easy to beat once I leveled up though.

Keep Aero cast at all times and keep your health above half at all times.
Attack the back of his neck like crazy and fly away to dodge the balls of flame things that track you.
Try to keep Donald nad Goofy alive so they can cure you. Equip them with potions an ethers and set it the customize menu for them to use those items 'only in an emergency.'
Level up if all else fails and trial and error.
