I know you can only get the old sea chart through one of those nintendo party things. But I don't know about the others. I'm somewhat of a noob too.

you can get those if you either have a cheating device or if you go to a Nintendo Event. so, its possible

Very rarely Nintendo puts on little convention-type things. At these conventions Nintendo employees will give you special items or pokemon. But these events are very rare, and hardly happen anymore.

I also heard that if you go to the Nintendo building in New York they have a machine that can give you that stuff, but no one is going to make a trip to New York just for that.
