You can only get starpower on 1 course. That course is DK pass. All it is is a special item box up on a mountain. no button pressing involved except acceralate button. now you go up the mountain right and then on this snowey mountain thing right b4 the U-turn into the down hill part you go up that snowey mountain and at the top you find a special item box. This box will give you either 1 mushroom, 3x mushroom, or a star power reguardless of what place you're in. try it and see for ur self.

No it's not. I got a star on rainbow road once. You can get it anywhere but it is rarer for you to get when your like over 6th place which goes for any other item except with things like bannana peel, green koopa shell and other pathetic things because they get rarer the lower your place is (like 6th, 7th, 8th).
Can't you only get mushrooms to up to 2nd place?
Kind of, but I've got a star in 1st place, by using the boo . But to answer your question, it isn't very common, cause in 1st place, you usually get banana or green shell, though with a boo, you could get a mushroom...But it is all luck
