the witch would have given u a special dagger, attack any arognian with that and immediately yield to the argonian (unless u want to kill the poor lizard).. do it to an argonian who has high disposition for you. and there u have the blood. but u have to do this with the special dagger only. u will be arrested, either serve sentence or pay fine or go on a killing spree. (i dont like killing the good guys..)
then u need nightshade leaves.. u can find plenty of them between skingrad and bravil. u can also buy them from various shops...

and on your map theres a marker of an uber vamp you have to kill. he's very easy. take his dust.
