I'm on Pokemon silver version. I've beaten Pryce, the team rocket in mahogany completely and i cannot get pass the ragecandybar sailsman. What do i do?

you need to go to lake of rage which is jst north of mahogany town there you will meet lance. He will tell you what to do from there

he's not there. I dont think you understood. I've beaten the red gyrados already, destroyed the rocket hideout in the mahogany mart. and beat pryce and the rage candy bar guy won't move
