where do you get the fast train pass in Silver? I've been trying to talk to everyone in Goldenrod city and i jsut can't find it

It's in the place by the radio tower. You talk to the guy and he says something about carrying passengers on his back. Fly to Saffaron City and go to the copycats house and talk to her dad. Then go upstairs and talk to the copycat. Fly to the place where you get the third badge(the Thunder Badge) and talk to the person with a Clefairy Doll. He'll say he doesn't need it anymore so he'll give it to you. Fly back to Saffaron City and talk to the copycat. Give her the doll and she'll give you a rail pass. Fly to Goldenrod and then you can use the rail pass to get on the magnet train and go to Saffaron.
