it might be that when he took the bloodgrass the oblivion gates were open but after he closed them the glitch made them expire metaphoricly speaking ofcourse go to the temple of the emperor zero(a.k.a Fathis Aren's tower) to find some (yet again metaphoricly speaking)un-expired bloodgrass the temple is south of bravil

You can't find it at the tower after you close the Oblivion gates.
