Oblivions system is based on the level system. Which means that you cant just go, start the game, and expect to find Daedric armour just like that. You need to be a certain high level or your luck needs to be extremely high. Youll start to find Daedric armour around level 20.

once you reach level twenty Gogron from the cheydinhal santuary wears deadric armor and so you could kill him, also inventius pinnarus wears all deadric armor except for the breastplate and helmet. and if you haven't done the quest where you find ayleid statues there should be someone at i think the roxey inn.

that is simpl i got wepons form mozers roze or something like that then i used the obliven gates to get ther amier
