take the one pokemon you need to train, a HM slave and beat the elite4, beat red, beat elite4, beat red, etc. go fight in the viridian place. beat up your rival. just do everything with one pokemon until it reaches 90. switch until all your pokemon you want to train are 90. then go back and kill lots of stuff. turn off animations and stuff, cuz you want the game to go as fast as possible so you can get more exp in less amount of time. its also very beneficial to be carrying a lucky egg (catch enough chanseys and one will be holding it)

you can get Chansey on RT 13-15 keep walkin and you will eventually find it?
