after you met suicune few times and others(can't remember now lol )
no, the thing about the dogs is, if yo fly, they'll move, if you walk, they'll stay, and then you search the area that your pokedex says there in. my problem is i haven't seen any so i can't search for them.
to get them in your pokedex you have to find them first, and that takes a lot of walking. And when you get them in your pokedex, and see where they are, and then walk there, by the time you get there they'll be gone.
