Legendary dogs must be caught and rainbow wing to meet Ho-oh. In silver/gold you must have Rainbow wing to battle Ho-oh. That not acquired three legendary dogs.
Evolution stones are easy to get, you can get them from Bill's grandfather or get the phone numbers of certain trainers like Lass Dana (who gives you the thunder stone)
