from fuchsia city, go down until you see a building. then you go in and after you go out you will find those boulders. you can't move the boulders yet bcoz you haven't beat cinnabar gym leader.

actually the only way to get to the gym is from pallet town. surf down until you see a pokecentre(the island named seafoam island). below the pokecentrr you will see an water alley(well sorta ) surf to that alley, keep going straight(but watch out for trainers). and if ya notice there's a cave. go in, then you will find the gym leader.

ps : from the pokecentre you also can find blue(viridian gym leader) hes located above the pokecentre. he will challenge u in a battle but only after you win cinnabar gym badge.

Aslo use your itemfinder on Cinnabar Is. 'cos theres a rare candy there, at the end of the top path thingy. Even if you don't use it on your pokemon sell it for cash.
