Inside Misty's gym there is a part of a machine. It is in the water.Find it, go to Power Plant and give the part to the manager.About Radio Tower in Kanto, there is no way to get in, so don't worry. It is part of the game. Just talk to the manager inside Radio Tower and he will give you PokeFlute. Then go next to Snorlax and tune your radio to PokeFlute music to awake him. Hope i helped.
