The pokeflute doesnt exsist anymore.
Its part of your radio; if you go to kanto and tune your radio to the last channel (first u will need the Kanto radio card found in lavender town) then the pokeflute song will play.

Save the power plant by finding and returning the missing item the rocket grunt stole and hid in the gym... then go to the radio station in kanto to get your radio upgrade then you should be able to tune in to the poke'flute as a radio station.
