If you need any help with chao, just ask me. I've been playing SA2 since it was on the Dreamcast, and I've raised countless chao. I won't lie to you, either.

Let the chao be reborn twice, then on the third give it one of every aviable animal. Depending what alignment it is (hero, neutral, or dark) it will become either an Angel Chaos chao, a Chaos chao, or a Devil Chaos chao.
These chao never die, but also never breed.

you could breed them in the VMU back in dreamcast.
