if you mean a car in an old GTA: Cheater or Infurnus

the Hotknife is the fastest if you can unlock it

otherwise, out of the muscle cars i recommend the Buffalo of the Clover, they seem to be the fastest

out of the exotic cars, the Bullet is clearly the fastest
