well all you have to do is fly to fallarbour town, then go to the cave near fallarber town and go up the watterfall go in. then go and find a little patch of ground, thats were bagon are. (level 26 to 30?)

you go in the metor falls and go to the place where the grandma and grampa is and go down do not jump on last puddle then you see a latter go down and go to this water surf then you see this land go in the entrance you surf up on the land then you abtain dragon claw look around the same you found dragon claw and you will fin bagon lv.35,30,27 are you happy?

in ruby you can find bagon in the room where you get dragon claw (the smallist)
advance it one lvl and it schould be a shellgon ;wihch looks like a sheep without a head then a salemence

Are there any bagons in meteor cave that are under level 30? please tell me!

Bagon is in both sapphire and ruby. It is in Metorite cave or whatever.

umm yeah it is in meteor falls and it isnt that hard to find its in the room with the tm the easy way to get there is by going to where the old couple is and going to the top of that area and staying all th way left on the jumps and you will go into a ladder and come out to an ocean and then you surf to the colsest land mass go into the door after that surf across and run around the area for a while and eventually you will find bagon
