I have successfuly got the "cheat Gnome" but i cannot get to enable the cheat gnome. What am i doing wrong?

Try entering the codes faster.

If you've done the code right there should be a short pedestal with an active sim's diamond over it in the yard somewhere, usually by the trash can or mailbox. You don't enable the Cheat Gnome, you use it to enable other codes.
