god how many post like this do you want to submit you already ask this question in other two topics. anyway this is how you get to the power plant.........from Cerulean City, head to east, along Route 9. You'll need CUT. Beat the trainers, and then SURF around to the Power Plant.
ps: you will see a pokemon center there and power plant is located under the pokemon center(but you need to surf)
