1.you need to reach the ki-level needed
2.then once you'ved reached the needed ki...just press L1

then...tadaaannn..you're now a super saiyan

you're obviously talking about Budokai tenkaichi
(you posted at budokai 3 board)

you need to unlock him, it's a whole new character
(read my FAQ it's in there)

try your luck there noramac

use R1 make sure u got enough energy if u got more trandsformation power up and press R1

the best thing you should do is to clear misions in z battle gate
