which pokemon is best at using cut and how do i get sudowoodo?
If you mean CUT in battle then something with a high attack as it's only 50 damage. But for just cutting down bushes any pokemon will do.

HM cut is in rustboro city in 1 of the houses, & u find sudowoodo on battle frontier near the waterfall
