It technically isnt "in" the game.
The only way to get a real, true Celibi is to get one from nintendo (similar to getting a real, true Mew in the RBY versions). Otherwise, you'll have to use a GS or AR and cheat for it.
As a side note: Celibi really isn't worth the effort of getting it. Sure, it's stats are "legendary" but it has a horrible movepool. And it's only legendary not "super-legendary" (unlike Lugia or Mewtwo)
