Its in the middle bit of water in Cerulean gym, press A to get it

ok here is a better description, go inside and u will see the blue square of water in the middle of the gym, go to the top left part of the square and click A and you should get it

Dude, thats basically waht I said but longer. Besides, you don't "click" A.
