Yes he does he has three stages.
Slowpoke.
Slowbro.
and Slowking.
And no you're wrong combines.

it's Slowpoke
Slowbro at level 37
and Slowking will evolve from Slowpoke if you trade Slowpoke while it's holding King's Rock.
if you dont believe me try evolving a Slowbro to a Slowking. it will not work period. it is only Slowpoke to Slowking or Slowpoke to Slowbro.
