Help! I can't unlock this campaign. How do i satisfy the environment needs of the camel and moose when they have pressing social needs but I can't buy anymore animals until I've passed the scenario? Where am I going wrong?

Ihave that same problem and i don't see why
I just wanna mave on and not be in the senario anymore becuase it's getting old.
I don't know how,
but i got the moose and the camel's social needs down to green but it still wont let me moveo n.
