Talk to the guy at the port and go to Birth island for Deoxys. Solve the triangle puzzle by touching it from different directions. Deoxys is level 30, so u will have no trouble controling it.
Go to naval rock to catch ho-oh and lugia. They are both level 70. Master ball recommended. Lugia is on the right, hooh on the left. after u beat ho-oh, use th itemfinder where he was to get sacred ash.
To make them easy to catch, here is a pokeball cheat

it wont let me buy the aurora ticket
well, maybe i entered it wrong ill double check. in the meantime, make sure you have Mystic off and try taking off DMA or something. oh yeah and u need the National DEX. It only works on Red, not green
