Im sorry i forgot to tell u. u enter the cheat on your action replay and when you meet a pokemon in the wild it will be a funny color.

Talk to the guy at the port and go to Birth island for Deoxys. Solve the triangle puzzle by touching it from different directions. Deoxys is level 30, so u will have no trouble controling it.
Go to naval rock to catch ho-oh and lugia. They are both level 70. Master ball recommended. Lugia is on the right, hooh on the left. after u beat ho-oh, use th itemfinder where he was to get sacred ash.
To make them easy to catch, here is a pokeball cheat

Im really not sure, but it works on mine and its 5.4. It may work for lesser versions, im not sure. But anything 5.4 or over is fine.
