How do you get these special magical ingredients?

You go to one of the people such as the the snake charmer,the fairy,the vampire,and the other one and press talk to. Complete a mission for them and then talk to them again and they should give u someting.You can also barter with them to get stuff

Thank you for that input but that is how you get the rubber chicken,four leaf clover, and snake venom. I am looking for Glacier ice, Clown confette, and Pegasus Feather.

In order to get the glacier ice, clown confette, and pegasus feather you have to talk to the people in charge of the shops. They will give you a quest type thing to do for them (i.e. find something, deliver something, get rid of sleepyness clouds). After you have completed the quest you go and talk to them again and they will reward you for your services by giving you one of the super secrect ingredients.
Genius may have its limitations, but stupidity is not thus handicapped.
