To get saibamen and Cell Jr. I forget who you use (I think it can be anyone) but you go to that place that you get on you main menu that's at the red ribbon army base thing, and you fight ppl that I think they must be at least 20 levels higher than you and I think you must fight ppl at like level 20-40.

(oh yeah someone will break in and if you beat them sometimes you get items sometimes you get a character)
P.S. I foget what the thing is called on the main menu and I can't find my game

On your second(or any time after) time through as Goku on planet Namek once you beat Frieza for the first time there should be 3 red dots. Go to the one in the middle to fight Cooler and beat him. Then go to the red dot again to talk to Metal Cooler. After you've talked to him look for a ??? just a tiny bit North of his ship to get a capsule called Cooler's Spaceship. Now when you play as Cooler if you get beat you will come back as Metal Cooler
