you need to solve the Tanoby Puzzle, which is in the Sevault Canyon. After solving the Tanoby Puzzle, which is pushing some boulders down the holes with Strength, then the Unown appear in the Tanoby Ruins. And, certain Unowns appear in certain chambers (example: Unown A is in the one farthest to the left, and that is the only place you can get it)
