You must go to a special event, or get an AR (there is rumors about if you get 5 stars on your card you encounter Jirachi, but I think it's fake)
lol, to get five stars you need to finish the pokedex, and to do that you need to have Jirachi, so thats false

Pretty much, heaps of people know Jirachi is encounterable with the AR
BTW, if you wanted to complete your pokedex, you'd need deoxsys, which requires special event, or AR. So in a way, AR and special event ARE required to get Jirachi
I want someone to please tell me how to get all the stars. and how do i get a painting for the guy in LilyCove. i have beat elite 4 like 60 times and i have Rayquazza all regis and the kyogre and i need latias.
To get a painting, you need to have a pokemon complete Master Class, and have maxed in the area that it won in + the correct scarf (for example, to get a blue pic, you must have full beauty, won beauty masters and a blue scarf)
For Latias, it's a pain. Patience is the key
