Sort of. It appears to require an internet connection to download daily challenges/upload player stats etc, but the game itself if playing single player does not seem to require a connection/have any logic remotely. It also has online and couch co-op, but requires an initial connection regardless.
It appears that other people have at least done basic hacks (like changing the bolts) for unrailed 1 and 2.
