Is there an option to increase RAnk or do I have to do something?

Im getting desynchronized for killing excessive civilians but i haven't killed a single one
turn off mega loot until you need it. If this is happening regularly in a spot and you have weak enemies on toggle that off.

Did you ever use "Weak enemies"? Im playing for 1h and 30 minutes with health, item use and ability cheats enabled and never had this message.
yes it was left on, then after a while I have a desync & have to reload the save
I too was having this issue, particularly in cities. My best guess as to what is happening is that an NPC somewhere off-screen in the town is taking a small amount of damage from something and 'weak enemies' is causing the civilian NPC to die causing a desync.
It is possible weak enemies is affecting NPC.
