I actually found a much simpler way to edit skill points, money, etc while trying to research how to hack money. Simply go into c:\users\"yourusername"\appdata\local\KeepDriving\savedata and open the savedata.ini in notedpad and search for "money" and just edit it to your liking.
Can confirm it works.
