I am also having the same issue. Everything else works. Why not make it an Edit option instead?
It wouldn't matter if you can't get the main option working.
Money Cheat works. Game must be in offline mode, then buy stuff, so that you spent more money as you had before using money cheat. Then turn on online again and you have the money in story mode.

I'm playing EA version and the money cheat works if the game is offline.
As soon as the game goes online, the money cheat disables and you're back to whatever you had before.
At least the items that you bought are still there.

I can confirm that, at least for me, the money cheat only works if the game is offline.
Im i the only one that the game reset the car to b class. I dont know how to fix that its game braking. Everytime i put something on my car or go out side it resets to B Class.

ive found that turning off freeze nearby drivers in garage makes it go back to normal
For those that are still confused on how to get money cheat to work. Go into the settings page in the game > privacy > auto sign in > off.

One last thing, if you finish a mission and go to the garage with the $$$ cheat on, it will save. You can go back online afterwards if it matters to you.
I can confirm that the Steam version works fine with the Origins launcher.
( incl money cheat :P )
