I can confirm that the unlimited movement option still is not giving unlimited movement to armies or heroes. I've tried it on armies with and without an embedded hero as well as on heroes not embedded in an army for the Cathay, Bretonnian, and Empire factions.
Can half confirm this, armies for me seemed to be fine just have the unlimited movement enabled before selecting and moving armies and its fine. The problem though comes with the agents whose movement is STILL borked and will not refresh upon moving their maximum.
Uploading a save where I just conquered a settlement as Miao Ying and she moved around fine, did a full circuit of cathay before hand to check, but when I moved the agent a little bit their movement did not refresh.

I wonder if it might be because I had a hero embedded in the armies, tested, cycled turn, unembedded the hero, and then tested the army movements. I can try moving an army before embedding a hero to see if it makjes a difference.
