    the in game overlay just keeps flickering can hardly see it. Any ideas?

    Enable Vsync (limit refresh rate)

    Could be a high refresh rate monitor, have you tried lowering it to say 60Hz see if it stops?

    Played in window mode, this is fixed at 60 Hz. No change

    The Hz of your monitor is not relevant but the FPS is. Try to limit the ingame FPS to 60 for example by enabling Vsync for this game. Although I believe Ubisoft has an ingame FPS limiter in the options
