Legendary Items

So, I have legendary items turned on, on my trainer. It seems certain pieces of legendary sets do not drop out in the world no matter how hard you farm for it. About half of the class specific legendary items only drop from CT10+ Expeditions. Kinda scummy no?

think of it like diablo, certain area's you have to farm for certain gear.

it's not scummy, it's just how a looter rpg works
