As for the writable errors, All i needed to do was set the permissions for USERS, even though I am admin, I don't think USERS inherit the admin properties anymore. My Admin had full control but my user did not. Once USER was given WRITE all was fine.

What if I don't have an Administrators or Users profile in security, just Everyone (with all permissions)? I even added that it starts up as an administrator. It still says that non-administrators can't access the folder...and nobody can access the folder apparently.

Already made a Users access account and gave those account types permission to read and write, basically everything, still gives me the error message

Make and admin account sign in with that and then make changes.

I'm only and one user on pc and administrator... what is it? (Screenshot)

Correction
New image, right click anywhere blank inside the folder where you extracted the Manager and select properties. (folder properties and not any program properties.)
Security tab and EDIT, the highlight USERS and check off the Write box
Run Trainer Manager as ADMIN or set it to do so each time. Right click on Trainer Manager and select Properties then Compatibility tab and check the box to run as an admin.
