No luck with the Run as Admin option. I also applied the setting to all users encase the manager was using a system account of some kind.
I tried running the manager as an admin and nothing happens when I try to run CoSMOC Beginner. No error message, nothing. I am running the current build of CoSMOS downloaded today.

You may need to re-install your framework

It's not technically possible to reinstall .NET Framework 4.8 on Windows 10 version 1903+, the downloads you link to, are not applicable to Windows 10.
It's only possible to reinstall .NET Framework 4.8 on Windows 7 but the new trainer manager does not even function any version of Windows earlier than Windows 10 version 19H1.
You can run the .NET Framework 4.8 installer on Windows 10 it just won't do anything. You can only have a single instance of .NET Framework 4.8 installed.

I think that was directed towards me, and I can confirm, even when you remove it from windows features, its still installed.
