So this happens whether or not the F8 trainer option is enabled. Why I don't think it's trainer related...

Basically I cast and the bait jumps down just above the water then hovers, instead of landing in the water like I see in videos of people fishing. if I move the rod down enough for it to touch the water forcibly as soon as it touches the water the bait gets pulled back all the way and I can only cast again. Otherwise the closest it will get to the water without ending the cast is when I see a vertical green halo'd line in the water.

I am using the natural rod (2nd one) and have the related fishing perks.

OK I take that back. It was caused by the trainer. I am not sure which option, but I am replaying the game and only enabling the unlimited ammo option, and now the fishing works fine. Looks like one of the non-fishing options affects fishing...

The issue is num pad #6 no reload.
Disable that and fishing works fine.
