Just subscribed to Ubisoft/Uplay+ and went to pre-load Valhalla and it's asking for an activation code, Watch Dogs: Legion installed just fine. Is it because the game isn't officially out yet?

Yes. For early play, you would need a review key to access the game in your region or use a VPN to change your region to where it is playable.

Yeah, just finished up a quick chat with their support. Now I know what to expect moving forward. It's all good, at least I have the next two days off of work.

I also had this happen yesterday to an old game (Settlers 7). I shutdown Ubisoft Connect and relaunched it and it installed fine. Seems to be a bug on their end?

Yeah, it was just a bug they were aware of. I got it to preload just fine about an hour ago.
