I am trying to use an Xcom 2 trainer on my computer. But My F-secure safe wont let me use the trainer. Before the F-secure let me add the trainer so that the it did not get scanned and marked it safe. But now Nothing. F-secure wont even let me open the program

It has most likely been flagged by F-secure and moved to quarantine. You either have to tell it to allow the program or clear the quarantine folder/list.

I figured it out. I had to turn back windows 10 to another time and reinstall F-secure. Then it recognized that i was Admin
